Good quality but it seems the paper is waxed February 4, 2016

Unlike Clairefontaine made by the same company, the surface of this Rhodia paper is obviously waxed, or coated with something that is difficult to be wetted by water based ink(aka low energy surface if speaks with scientific jargons).  If you write with a wet pen, it is fine. But if you use a dry pen, you will feel like you are writing on a sheet of plastic.

Overall quality is good, but the above feature really surprises me.

I really like Rhodia paper - it takes whatever I can throw at it.  The graph squares are smaller than what I consider "normal" which is 4 per inch.  That's actually great - when I am experimenting with different styles of writing, I can go 2 to 8 segments high.  Great stuff.  I have yet to be disappointed by Rhodia.
